The Shreveport Downtown Development Authority launched Lunch & Discover in mid-June, a weekday-lunch activation program aimed directly at the weekday foot traffic deficit Plat Street quantified in Issue 2 (down 23.7% nationally versus 2019). It's a small program, but the diagnosis behind it is correct: it targets the specific daypart driving the deficit rather than pouring more resources into weekend programming that doesn't address the actual problem.

Watch: Whether the DDA publishes participation numbers or measurable sales lift. Shreveport's earlier badge co-activation model, covered in Issue 2, suggests this district does actually measure its programs rather than just running them.
