Issue 5 reported Savannah council adopting the Waterfront CID vision plan and committing $1.35 million to Phase 1. The follow-up question is the one the ARPA countdown has made unavoidable across every district story this year: appropriated is not obligated. A council allocation sitting in a line item without an executed contract behind it is a political commitment, not a construction schedule, and for any portion of that money traceable to federal recovery funds, the December 31 obligation deadline applies regardless of how firm the council vote was. Sponsors evaluating the Waterfront CID as an activation partner should ask for the executed Phase 1 contract, not the council resolution. The two documents describe very different levels of certainty about what will exist on that waterfront in 2027.

Watch: Executed Phase 1 contract and its scope; the funding source composition; and whether the CID's assessment revenue or the city's allocation carries the balance.
