Issue 6 raised this as an open question following the council's adoption of the Waterfront CID Vision Plan. Whether the appropriated $1.35 million has moved from budget line to signed contract is the concrete test of momentum versus announcement. A council adoption is a vote to spend. A contract award is a decision to build. The distance between those two things is where most corridor capital plans lose their timeline, and Savannah's Waterfront CID is now sitting in that distance.
