Issue 4 asked whether Houston's Green Corridor infrastructure, coordinated across five district organizations for the World Cup, would survive the tournament and serve genuine post-event recovery, or get mothballed. Issue 5 said the test began July 20. Three weeks past the final, no participating organization has published a post-tournament infrastructure disposition or an FY27 maintenance line, and Plat Street's reporting has not yet obtained the interlocal agreement governing who carries the maintenance obligation. That absence is itself the interim finding, and it is the general case: jointly funded event infrastructure routinely lacks a named maintenance owner, because the agreement that built it was written to get it built. The question to put to any district in this position is narrow and answerable: which line item in your adopted FY27 budget maintains this, and if there isn't one, who removes it.
