Issue 6 rescinded a 2019 TIF vote, freeing $2.4M for downtown use. This platcard tracks what the freed funds are actually appropriated toward once a specific spending plan is public, rather than leaving the number as an abstract balance. A rescinded TIF vote that frees money is a governance event. What that money gets spent on is the policy event that determines whether the rescission was about reallocating capital or simply about abandoning a plan.
