The Wichita Falls TIF board rescinded a funding commitment it made in 2019, freeing up $2.4 million for downtown use that had been earmarked but never obligated, a useful reminder that TIF project lists are revocable political commitments rather than binding contracts until the money is actually spent, the mirror image of the ARPA obligation problem covered in BO-F-4.

Watch: Where the freed $2.4 million ultimately lands, and whether the original 2019 intended beneficiary raises any objection to the rescission.
