S.2014 Has Bipartisan Senate Sponsors — OMB Guidance Is the Mechanism to Track
The Senate companion to HR2766, the Special District Fairness and Accessibility Act, was introduced by Senators Cornyn (R-TX) and Merkley (D-OR). The bill's operative mechanism requires OMB to issue guidance within 180 days of enactment clarifying how agencies recognise special districts as eligible units of local government for federal financial assistance. That guidance — not the bill text — is where district eligibility will be defined in practice. City economic development offices managing federal pass-through arrangements with their districts should be tracking the guidance drafting process. The NSDA has engaged over 30 congressional offices. Municipal league associations have not yet formally weighed in on implementation design.
