Rockford's council insisted, repeatedly, that its industrial TIF is not a data-center subsidy. The city's own permitting and utility-service filings over the coming months are the check on that claim, not the council transcript. A council vote establishes the district. The building permits and utility applications filed within the boundary establish what actually gets built there.
