Manchester, NH: The Conditional TIF Approval, and What the Shrinking Project Now Looks Like
Issue 5 and Issue 6 both flagged this as a project whose scope kept shrinking even as council approval proceeded conditionally. Worth tracking whether the final built project bears much resemblance to what residents were shown at the original hearing. A conditional approval that does not lock the project to its presented scope is an approval mechanism that lets the project change after the political moment of public comment has passed.
