Manchester aldermen conditionally approved the Raise TIF district as the underlying project scope contracted (Issue 5 platcard). A conditional approval tied to a shrinking scope is a governance structure worth watching closely, because the conditions are the only enforcement mechanism and they are typically written for the original project. Two questions decide whether the condition means anything: does the approval specify what happens if the reduced scope fails to meet the condition (automatic termination, renegotiation, or nothing) and who is responsible for determining whether the condition has been met. Districts and cities that approve conditionally without answering both usually discover in year three that the condition was aspirational.

Watch: Whether the aldermen set a compliance review date, and whether the district's projected capture was restated after the scope reduction.
