Huntsville City Council completed final action on the downtown TIF district it outlined in May, following a scheduled June 11 vote. The city has used TIF districts since 2000. The proposed project list is unusually specific for a downtown district and worth noting as a model: a new public park as part of the Mill Creek Choice Neighborhood redevelopment, including enclosing a drainage channel and adding park equipment, landscaping, and lighting; road and pedestrian upgrades on Lowe Avenue to support increased traffic and a planned junior high school relocation; and interior and ADA improvements to the former federal courthouse on Holmes Avenue for future Madison County Commission use. Naming specific projects with specific scopes at district creation, rather than a general redevelopment purpose, is the single most effective accountability practice available at formation, and it is the thing Belleville property owners were demanding when they pushed back on SSA 4 bond authority (Issue 2 platcard).
