Flagged in Issue 6 as a governance-structure oddity worth tracking. Bundling a TIF boundary addition with an operating contract vote reduces the public's ability to comment on each separately. When two distinct decisions appear on the same agenda item, the public comment period conflates them, and a resident who objects to the operating contract but not the boundary addition has no clean way to register that distinction.
