Formation-Stage Roundup: Sturgis, Chelan County, and What Happened to South Rockford
The franchise card returns. Issue 5 tracked three formation-stage TIF districts: Sturgis, Chelan County, and South Rockford. South Rockford has since been approved by the Rockford City Council as a roughly 1,000-acre industrial district south of the airport, and is covered at length in RW-F-4 this issue. The remaining two require status confirmation. The value of running formation-stage districts as a recurring card rather than as individual news items is that it produces a longitudinal record: readers can see how long formation actually takes, how many proposals die quietly, and what proportion of announced districts reach an adopted ordinance. Plat Street should begin publishing that conversion rate once the sample supports it.
