If you own commercial property in North Carolina and don't yet know whether your county is one of the nine covered by the SB 889 freeze, that is a state publication failure affecting your FY27 budget planning right now, not a future problem. The two postures - frozen values under SB 889 versus 2026 revaluation values - produce entirely different appeal positions, different evidentiary standards, and different exposure. Publishing the confirmed nine-county list is the single most basic fact the state owes affected property owners, and it has not been published as of this research pass.
