The NYC commercial rent stabilization bill did not pass before the legislative session ended, as tracked in Issue 4 and Issue 6. Whether it returns in a fall special session or waits for January remains the open question this publication has followed since Issue 3. A bill that stalls at session-end and then waits for January is a bill that lost momentum; a bill that stalls at session-end and then returns in a special session is a bill whose sponsor still has the coalition. The difference matters for merchants because commercial rent stabilization, if it passes, changes the lease-negotiation baseline every storefront tenant in the city operates against.
