Worth a continuity line given the volume of vacancy-tax activity Plat Street has tracked in other cities this year - Baltimore live since July 1, San Francisco five years in, Portland studying - and New York's bills sitting still by comparison is itself informative about the different political coalitions at play. A vacancy tax that clears in a mid-size city with a unified council can stall indefinitely in a legislature where commercial property owners, tenant advocates, and fiscal conservatives each hold enough leverage to block the other.
