The Wichita City Council voted 6–1 on July 7 to approve a Community Improvement District for the rehabilitation of the former Margarita's Cantina and the College Hill Barber Shop at 3109 and 3111 East Douglas. Maple Ridge Boys, LLC proposes façade restoration and interior and exterior rehabilitation, with the buildings leased for commercial mixed use on completion. The CID carries a 1 percent sales tax distributed on a pay-as-you-go basis for up to 22 years or until the maximum reimbursement is reached. Read alongside Issue 5's platcard on the Wichita council approving a CID for a single restaurant, a pattern is now visible: Wichita is using the CID as a parcel-scale rehabilitation tool at a cadence that makes each approval routine. The governance question a council should ask at that cadence is whether anyone is tracking cumulative sales tax stacking across adjacent districts.

Watch: Whether Wichita publishes a consolidated map of active CIDs and their combined rates, which is the document a merchant needs and no city produces voluntarily.
