The plan advanced through public hearings in April, structured as a five-year term running July 1, 2026 through June 30, 2031, with council positioned to adopt if fewer than 40 percent of affected property owners filed opposition. The eighteen-year dormancy is the interesting variable. A district re-formed after that long has no institutional memory, no retained staff, no vendor relationships, and a property-owner base that has substantially turned over, which means it is a formation, not a renewal, regardless of what the ordinance history says. Districts in the same position should budget for year-one startup costs at formation levels rather than renewal levels.

Watch: Whether the borough seats a board and contracts services before the first assessment is collected, and what year-one revenue the five-year plan actually produces.
