While the TIF ballot-language fight dominates Traverse City's district headlines this month (see RW-F-6), the Downtown Development Authority's operational layer keeps running underneath it: a new pedestrian crosswalk on Cass Street and a National Cherry Festival arts and crafts fair drawing more than 200 artists. The operational record (delivered while the funding fight plays out publicly) functions as the DDA's implicit argument to November voters, whether or not the DDA frames it that way explicitly.
