The South Haven Downtown Development Authority is launching a façade improvement grant program, a standard small-DDA activation tool, notable mainly as another Michigan data point while the state's DDA ecosystem continues absorbing the precedent set by Ann Arbor's opt-out fight over its expanded TIF plan, covered across Issues 2 through 4.
