The special-assessment model mirrors the Gulch and CBID structure; early priorities are cleaning (overflowing trash, gutter debris), safety, and placemaking along Division and Demonbreun streets, with collection expected to start this fall. Kupin's own framing, "not going to be an earth-shattering, drastic change" but "subtle, meaningful, intentional shifts," is worth holding him to as a benchmark once the district has been operating a full year.
