The consolidation is proceeding inside an institutional structure that just came through an accountability crisis, which means the merger's terms are being set at the moment the surviving entity has the least outside scrutiny on its board composition. The specific document to obtain is the merger agreement or amended bylaws, and the specific question is whether Gulch assessment payers receive designated seats or are absorbed into an at-large structure controlled by the downtown core.
