While the CBID budget fight consumed the council floor in June, a separate ordinance approving the Gulch Business Improvement District's budget. The district soon merging with the downtown Central Business Improvement District entity. Passed its readings with little debate and almost no public attention. A governance consolidation is proceeding quietly inside the same institutional structure that just survived an accountability crisis, which means the merger's terms are being set at precisely the moment the surviving entity has the least outside scrutiny on its board composition.

Watch: Whether Gulch assessment payers get designated seats in the merged governance structure once the consolidation closes, and whether the merger changes the council-approval vote math heading into the FY28 budget cycle.
