The Lenexa City Council voted 6–2 on July 7 to establish the Westchester Shopping Center Community Improvement District, with Councilmembers Courtney Eitherich and Chelsea Williamson dissenting. The CID levies a 1 percent sales tax within the project area to reimburse roughly $4.5 million of a planned $26 million renovation to the developers, Block Real Estate Services and Score Development. Construction is expected to begin in September and finish in the third quarter of 2027. This is the CID in its most common American form and the one Plat Street readers in corridor-management districts should understand clearly: a single-property, developer-reimbursement instrument that shares a statutory name with the corridor-service districts this publication mostly covers, and shares almost nothing else. The distinction matters when a state legislature reforms "CIDs" without specifying which kind.

Watch: Whether the renovation delivers on schedule, and whether Lenexa's dissent count grows on the next CID petition.
