The district authorized by Bill 51, which Plat Street flagged as a platcard in Issue 2, began operations July 1, 2026. The first-year budget is approximately $1.9 million, of which roughly $1.77 million comes from assessments levied at $0.75 per $1,000 of assessed parcel value, meaning a parcel valued at $100,000 pays $75. Residential parcels, government-owned land, and property exempt from real property taxes are outside the assessment. About $1 million of the assessment revenue is committed to Information and Safety Officers who patrol public areas seven days a week without arresting authority, contacting Honolulu Police Department when needed. That is roughly 53 percent of the district's total budget in a single personnel line before any cleaning, marketing, or programming. Districts weighing a safety-heavy launch should study the ratio: it is defensible in year one and difficult to move in year three.
