Since July 1, ambassadors from the Aloha Ambassadors program, the same operator behind Waikiki's ambassador program which Honolulu officials cite as the model, have been visible on downtown streets doing cleaning, graffiti removal, and homeless outreach. The district replaces the former Fort Street Mall district with an expanded footprint and is funded through a roughly $1.9 million annual assessment on commercial property owners, confirmed on the record by Councilmember Tyler Dos Santos-Tam. Plans call for expanding to bike patrols and seven-day coverage in the coming months, alongside zoning and policy changes meant to attract festivals and events downtown. Two weeks in, resident and merchant feedback was reportedly positive, but two weeks of ambassador visibility is not the same test as a full operating year.
