Capital Crossroads and Discovery District SIDs ceased operations November 1, 2025, and Downtown Columbus Inc. has been running a "Safer Downtown" program without a formal assessment behind it (Issue 4 BO). Issue 5 flagged the fall petition window as the next decision point. The arithmetic is unforgiving: a petition campaign that clears this fall produces a district that can begin collecting in the following tax year, which means a corridor that has already gone a year without assessment revenue is looking at a second one if the window closes without a filing. Property owners were actively encouraged not to sign petitions during the earlier merger pressure (Issue 1 platcard), and that organizing infrastructure does not disappear. The operational question for Columbus is whether a year of watching services run on non-assessment funding changed anyone's mind.

Watch: Whether a petition is filed this fall, the boundary it proposes relative to the two dissolved SIDs, and whether DCI or a separate entity is named as the manager.
